Bumper sticker - This is an historic vehicle and only has three speeds....... if you don't like this one you sure as hell won't like the others.
I have had a quick (1 hour) scan through it. Its very vague as to what will happen next. Sounds like there will be changes and the government bodies will do what they want

The biggest surprise to me is; how such a small amount of individuals or club responses there were.

DVLA Engagement
Following publishing of the response summary to the Call for Evidence last week, the HCVA represented the voice of all trade and industry members within a meeting of the Historic Vehicle User Group (HVUG) and the DVLA at Swansea on 12 December, discussing the outcomes and ideas on potential reform and taking into consideration the feedback and input from the DVSA and DfT. We are still in the engagement and consultation stages, and it is important to recognise that all proposals for reform need to be approved by Ministers before being put forward as new Government policy. However, the process is moving forward and the HCVA is encouraged by a combined willingness to bring greater clarity and certainty to the licencing regime.
In particular, we discussed definitions over restored and rebuilt vehicles and whether these are better classified as having been repaired or otherwise modified from their original specification. We also discussed the objective that vehicles should always retain their original, or an age-related registration, unless all other avenues to identify the vehicle identity have been exhausted.
Our objective remains that individual repairs, or as part of a full restoration, are accepted as part of a vehicle's continuous history and that clear guidelines could specify what would be classed as a modification.
The dialogue continues and we will update you further in the New Year.

I wouldn't mind if there was someone, anyone at the DVLA who knew anything about cars, motorbikes etc.
My uncle restored 2 motorbikes that the paratroopers used during the war. Sent off all the forms, they sent them back with a covering letter asking what they were. He photocopied, well his daughter did, the relevant information from the local library.
All OK now, but surely they could do that.
